We would flesh them out with details, which doesn't exist at this time and we would discuss it further with Speaker Clayton and then we'd get back together and consider the issue again. So that's where we are. QUESTION: Next week, maybe? GOVERNOR: I suppose we will. Yes. QUESTION: Governor, isn't this cause for a master prison plan a little overdue. Shouldn't this have been done years ago? GOVERNOR: We thought, frankly, that we were approaching it on that basis and that's why we have this schedule that we'll be happy to share with you that shows an increase presently contemplated of some 10,174 additional beds in these various units. That's also why we are acquiring additional properties for prison sites. That's why we are building a new prison in Grimes County. That's why we are doing all these things is because we thought that we understood what the increase in the population would be. And, frankly, in discussing it with chairman Louis Austin this morning, he brought this up)as did Estelle in our meeting the other day, that the net increase of approximately 500 a month has exceeded any expectations. And we are now trying to search for answers as to why that number has, in fact, exceeded our expectations. Is it because we now have significantly more judges operating in more courts than we did previously? Is it because our juries are getting tougher? Is it because that Texas people are ...who then become jurists are they more inclined to punish the guilty and send them to prison for the acts that they don't like from the public sector? Is our attitude generally, in Texas, changing towards the criminal? Are we trying with a new consciousness to really penalize these people who are committing these crime? Has the drug scene, quote, has that influenced these juries to where they are saying, in effect, we must do something about this crime situation in Texas? I don't know. You know, I am frank to say) I don't know. I wouldn't be surprised if all of these things are not contributory to the situation. QUESTION: Governor, you are saying the Board made a mistake in judgment, but they didn't do anything to try to embarrass you and you now have reason to believe that some of those board members have a change of heart and are willing to do something else? GOVERNOR: I would not, in any way, forecast for you or preempt what they might or might not decide tomorrow in their meeting. I have not discussed any kind of an agenda.
