MAR 1 6 1979 OFFICE OF GOVERNOR WILLIAM P. CLEMENTS,JR. March 16, 1979 For Immediate Release: Governor William P. Clements Jr. today named Richard T. Montoya of Dallas as director of the new Governor's Office of Regional Development. * Montoya, 31, has served since May 1976 as deputy secretarial representative for the U.S. Department of Commerce, Dallas Region. From July 1971 to May 1976, Montoya was with the Small Business Administration. He earlier was consultant to the Director, Equal Opportunity/ Economics Development Administration of the U.S. Department of Commerce and from 1969-1970 was state administrative assistant to U.S. Rep. Ed Foreman of New Mexico. The Office of Regional Commissions and the staff of the Greater South Texas Cultural Basin Commission were consolidated to form the Governor's Office of Regional Development. The staff of 12 vill provide support and planning coordination for both the Southwest Border Regional Commission and the Greater South Texas Cultural Basin Commission. Montoya holds a degree in business administration from New Mexico State University and attended the Southwestern Graduate School of Banking at Southern Methodist University.
