Clements, Jr. January 18, 1979 For Immediate Release: Governor Bill Clements today announced the appointment of Douglas Owen Brown of Dallas as special assistant for intergovernmental relations in the Governor's Office. In that post, Brown, who is volunteering his services to the state, will serve as liaison between the Governor's Office and state agencies. Brown, 53, is founder, former president and chairman of the board of Owen Laboratories in Dallas. After Owen Laboratories merged with Alcon Laboratories of Fort Worth, he served as a director of Alcon until it was purchased a year ago by Nestles, S.A. He was born in North Carolina and was reared in Virginia. He attended the University of Richmond and served in the United States Navy during World War II. He has been a resident of Dallas for the past 25 years. Governor Clements said, "Doug Brown's track record in business is outstanding, and his management skills will be of great value in state government. I am fortunate to have a man of his capability join my staff." He also said, "I feel certain that by maintaining a close working relationship with the various state agencies, both the Governor's Office and the entire state will benefit."
