This will set off a round of questions which may go on for a substantial part of the press con- ference. --The Prison Approval Board will meet three hours after the press conference; so you can assume you will be pressed for your decision on the La Casita Farms purchase. Jim Estelle acknowledge that 90 per cent of the Starr County residents who testified at the belated public hearing this week are opposed to the purchase on grounds it would result in loss of agricultural jobs, a drop in taxes and assorted other problems including discouragement of rock collecting in the area. You may want to tell 'em 1 the proper course as Governor is to announce your decision at the Approval Board meeting, and not before. --The Billy Goldberg statement about your trying to influence the speaker's race through "blatant force" will come up. I would repeat essentially the original statement, and add that not one specific bit of evidence has been cited to show that you have worked against John Bryant or for anyone else except for Bryant's Iemployee, Carlton Carl, claiming that you said in a speech at Abilene Christian University that Bryant should not be elected. As far as Mark and I can find, you have never made a speech at Abilene Christian University (at least not recently). --Several reporters inquired since the last press conference what has been done about the Houston school case. David Dean has been in contact with Alton Bowen at Texas Education Agency and Kelly Frales, lead attorney for Houston Independent School District. They haveibeen ma.de aware of the Governor's position, and appreciate your support. They will notify you what if anything the ICovernor's Office can do to assist in opposing the Justice Department motion to make the.state and 22 met.upolitan area school districarties to the dese re ation case. The Ho77757—Tfidepenorei'lt School District Attorney is hopeful the court will dismiss the Jutice Department motion on grounds that it is premature, since the TEA and Houston ISD are alrea0 working on a desegregation plan. A similar action was taken recently in St. Louis. Expect the Attorney General , meanwhile, will be filing an answer for the state by June 9. --There have been several long stories about the White House Conference on Families. You may get some questions on your standards for choosina delegates and other issues raised about the Texas conferees (mainly that they are dominated by conservatives). --If there are any questions-about the revenue picture, you minht note that the sales k000rlax collections took another big jump last month--by 21 per cent. I--We have information that Adlene Harrison, regional administrator of the Environmental protection Agency has withdrawn all objections to the Pelican Island Deepwater Terminal in Galveston. The Corps of Engineers still must give final approval to the terminal. Suggest this not be mentioned unless reporters bring up the question which is unlikely.
