• PRESS CONFERENCE, March 26, 1982 --Texas 2000 is eager to get a good press turnout at the presentation program today. Suggest you make a brief statement at the start of the press conference reminding that we have previously announced that the Commission's report and recommendations too- will be presented to you abo_ut L D.M. at the Bradford Hotel Austin Room. Another Ipress conference will follow on the report. In order to keep the pack from trying to devote the first 20 minutes to that subject, you will need to announce firmly that all questions about that will be answered this afternoon, not here this morning. --Billy Clayton and Dan Kubiak have requested $2 million in emergency funds for the "far ain't" eradication program. There is about $2.7 million in the fund they are trying to tap. Assume you have still not heard directly from Clayton and should answer that you do not know what his pronram is. Commissioner Reagan Brown says he has the situation under control. "When I receive a. formal request for emergency funds, I will consider it." --The Democratic candidates for governor have been whippinn T the school teachers again At a forum in Houston yesterday, they claimed variously that you sneer at, cuss at and kick at teachers and practice "voodoo education." If this comes up, suggest you again emphasize your interest in welfare of teachers and schools and point out that your recommendations next leoislative session will bring Texas teachers well aboue the national pay average. --The unionled cops of the CLEAT organization reportedly have told some reporters they are going to sue you for stating they advocate the right to strike. If anybody asks about this, suggest you cut questions on the subject short by stating that your previous remarks (last week) about CLEAT's motives in attacking you stand, that the organization has been denounced by the official Pal.i.ca.Lals..15Lgialhian and that if they want to go to court, fine. Any suit will be answered in detail at the time--but they ain't gonna sue anybody. --You may get some questions about the Warren G. Harding indictment--particularly, do you think he should resign . Would not comment on the indictment , as he "is entitled to his day in court." Whether he should resign or not is a moot question. He already has stated he is not and that he intends to continune his campaign and seek vindication by the voters. He certainly is entitled to that course under our system of justice. ‘001/0-A Senate sub-committee has voted to extend the Voting Rights Act for 10 years, as is. If this comes up, you will have an opportunity to note this is what you advocated in your testimony, which was agreed to by JJ.LC, c4I-Euraoh and Texa.—IMAG,E... (NAACP and League of Women of Voters changed their minds after agreeing to support this position). --The Student Lobby , at a news conference, called the Higher Education Task Force recommendation for tripled tuition "incredible." We still don't have the report, if you want to adopt this answer again. Recommendation is to increase studentls share of his education cost from four per cent to 16 per cent--not immediately, but over a period of four or five years. --Ku Klux Kan endorsed Mark White for Governor because of his law and order stand. He denounced r.'em and declined to accept. This may come up as a kidding question.
