Clements, Jr. Dallas, Texas August 5, 1978 The Honorable Dolph Briscoe Governor of Texas Austin, Texas Dear Governor Briscoe: If this special session of the Texas Legislature fails to put your complete original package of proposed Constitutional amendments on the November ballot, I urge you to exercise your power as Governor and call the legislators back into session irriediately. I join with you in your belief that the voters of Texas are entitled to more than just cosmetic tax relief; that they are entitled to voice their opinion by casting their votes in November on these proposed Constitutional amendments relating to tax relief. These necessary long-term safeguards against excessive taxation include the right to initiate binding referendums; requiring a two- thirds vote of both houses of the Legislature to enact any new or increased tax measure; and, reauiring a majority vote of the people voting in a locality to initiate any new or additional tax. I would add, to your five original proposed Constitutional amendments, a sixth one that would ban a personal or corporate income tax in Texas. As you are well aware, the big government advocates are fighting these measures vehemently. They do not want to give the people the right to decide for themselves on these long-term tax safeguards. They know that the people will adopt these tax measures. I urge you as Governor not to settle for anything less than the original package of amendments that you submitted to the Legislature on July 8, as well as a Constitutional amendment that would ban any personal or corporate state incone tax.
