George Bush The Vice President Washington, D.C. 20500 Dear George: This is to follow up on my letter to you of August 17 bout the need for th7 President to establish a federal resch center f(ur enhanced oil recovery. Enclosed is a doLument prepared by Dr. William L. Fisaer, director of the Bureau of Economic Geol:)gy at the Universit. of Texas at Aust'n. In this dGeument, Dr. FiLher make the case in some detail of the need for a national focus fr)r oi_ and gas recovery researh. He thinks that the estimate of cost which I provided Al my le'.ter of August 17 will implement the researcn plan' proposes in the enclosed document. You will note that the Bureau of Economic Geology finw, thE enhanced oil recovery research would en:11)1e ub to recover as much as 63 billion barrels of additional oil with the price of oil less than $25 a barrel. This would enable us to kee, the 1985 level of domestic oil production stable for 2C years. With oil at $25-$40 a barrel, we could recover an additional 120 billion barrels which would keep domestic oil production stable until the miadle of the next century. With best wishes. Sincerely yours, Peter O'Donnell, Jr. Enclosure cc: Dr. illiam L. Fisher bcc: onorable William P. Clements, Jr. Dr. Peter T. Flawn
