TEXAS 78711 MEMORANDUM TO: GOVERNOR CLEMENTS FROM: Rich Thomas' SUBJECT: Border Governors' Conference, Phoenix May 8, 1987 George Bayoud has just asked me to accompany Joe Madrigal to the border governors' meeting in Phoenix. Here are a couple of issues which you may wish to raise during this meeting: 1. Maquiladoras: Twin plants enhance the economic competitiveness of the border states, as well as the U.S. and Mexico, in international markets. The U.S.-Mexico border region needs to aggressively market this concept. The following issues might be considered by the U.S. Governors for possible discussion at the summer meeting with the six Mexico border governors. a. Develop an international multi-state maquila marketing campaign stressing the competitive advantages of this unique bi-national manufacturing belt. b. Establishment of a multi-state Maquila Commission aimed at getting the message out to the national and international business communi- ty. c. Review of major maquila operations--locations, industry type, and company affiliation--and centralization of public and private studies done on maquilas in the last five years. 2. Immigration: The employer sanctions and legalization process required by the new Immigration Reform and Control Act of 1986 could cause increased tension between INS, Mexico, and the border states. Continued cooperation is important between INS and the border states during the next twelve months. You might advise the other Governors that you are meeting with INS Commissioner Alan Nelson and the INS Regional Director Steve Martin on May 27 and that you will discuss the illegal immigration issue.
