Clements, Jr. Governor of Texas State Capitol Building Austin, Texas 78701 Dear Governor: Nobody likes to be hung out to dry.. .not you, not me, not Ann Richards. Frankly, I am at a loss to understand your actions yesterday. You voted for the notes on the 26th of May and, according to Hilary Doran's public statements at the meeting yesterday, you had fully intended to attend and vote for the cash management notes yesterday. Nobody dislikes cash management notes worse than I do. I voted against them the first time last fall and made it clear yesterday that I still objected to them. However, Governor, I don't have a better answer right now. If you do, I wish you would let me and the rest of Texas know about it because right now we are still trying to figure out how what you did yesterday squares up with your vote last May. To sum it up I am disappointed. Since BOB BULLOCK Comptroller of Public Accounts BB:mh
