JUN 11 4811 _________J______ On May 9, the Texas Racing Commissio held a formal meeting to discuss and consider propose ru s or publication in the TEXAS REGISTER. Several chapters of the administrative rules were published in the May 17th and May 24th issues of the same. Enclosed please find a copy of those proposals for your review. I have also included an outline of the Texas Racing Commission's proposed rules. This outline should give you a broad overview of how the Texas racing industry will be regulated once the Texas Racing Commission's rules and regulations are promulgated in their entirety. Looking ahead to the remainder of 1988, the Texas Racing Commission will continue to work on and fine-tune the rules and regulations. A great deal of this process is dependent on the people involved in the racing industry - from the wagering public to jockeys, horse trainers and owners. Public hearings are being set even as you read this letter allowing these same people to advise and counsel the Commission. The Commissioners and I want nothing short of an agency that both the State and the racing industry can take pride in. T can assure you that Texas will soon be a leader in the racing industry.
