TEXAS 78711 February 2, 1987 TO: Governor Clements FROM: James Huff me RE: Texas National Research Laboratory Commission This commission was created to coordinate and form the siting proposal for the superconducting super collider research facility. The commis- sion consists of nine members with three members' terms expiring on February 1st of each odd-numbered year. Thus, we presently have three potential vacancies. It should be remembered that Nark White appointed the entire board. The qualifications and requirements are as follows: - Two scientists that are members of a nationally recognized scientific board or association. - Not more than three members of faculty or administration of an institution of higher education. It should also be noted that the Governor appoints the chairman, vice- chairman and secretary. Governor White never designated any of the aforementioned officers, thus there has been no leadership and virtual no activity. At the present time the commission has not been allocated any funds.
