Clements, J Governor FROM: Rider Scott tiq General Counsel RE: Meeting with Conference of Urban Counties At the request of the Conference of Urban Counties, we updated them on the status of the Central Texas parole violator facility in San Antonio on Thursday, December 15, 1988. Those counties represented are shown behind Document 1. The material contained behind Document 2 details the status of the Old Bexar County Jail as of this date. The Legislative Budget Board authorized utilization of the old San Antonio jail as a parole violator facility on October 20, 1988. Subsequent to that time, renovation has been proceeding according to schedule, with projected completion on January 22, 1989 (see renovation status updates - Document 3). The initial number of inmates who will be admitted to the facility on January 23, 1989, will be 212. With favorable utilization rates, we are quickly prepared to add 249 additional spaces within thirty days. The initial contract for 461 parole violators runs through August 31, 1989, with its continuation subject to legislative appropriation for the 1990 - 1991 biennium. The total cost of housing these blue warrant prisoners for the period of January through August will be a maximum of $3.8 million, which will be made available through a grant from the Criminal Justice Division. In addition to the beds being made available in the Central Texas parole violator facility, the Texas Department of Corrections estimates 1,168 trusty beds coming on line by early February, 1989, and the Board of Pardons and Paroles expects 600 beds available in newly authorized pre-parole transfer facilities beginning with the week of February 13, 1989. Full utilization of the parole violators facility, the additional TDC trusty beds and the increase in pre-parole transfer facilities will add over 2,200 new beds to the system. This will be, however, the last major capacity addition until the additional beds authorized by the 70th Session of the Legislature are completed. The first of these scheduled for occupancy will be the private prisons, which are currently scheduled for occupancy in June, with the regional reintecp;-11 ion centers following in July and August of 1989.
