INVESTMENTS PETER O'DONNELL, JR. 4275 FIRST NATIONAL BANE BUILDING DALLAS, TEXAS 75202 June 3, 1982 Mr. Hilary B. Doran, Jr. Office of the Governor Capitol Station Austin, Texas 78711 Dear Hilary: Concern was expressed at the meeting yesterday about the impact of the new appraisal district system, especially with the new tax statements based on that system being mailed to property owners on October 1. I enclose a copy of a Notice of Appraised Value sent to my by a County Tax Appraisal District. Note that at the bottom of the page it states in capital letters: "The Texas Legislature does not set the amount of your local taxes. Your property tax burden is decided by your local elected officials, and all inquiries concerning your taxes should be directed to those officials." That says it clearly. To which I would only add "Neither does the Governor set the amount of your local taxes." I share your concern that irate property owners will di- rect their fire at the Governor due to a misunderstanding or due to deception fostered by the White campaign. How- ever, I think this is the answer. How we get this message across is worthy of careful attention and thought. Sincerely yours, 49.t. Peter O'Donnell, Jr. PODjr:mj Encl. Copy: Don Ringe B. D.
