As you prepare to assume your responsibilities as Chief Executive of Texas, I thought you might be interested in learning of a major initiative which will soon be launched by the U.S. Department of Labor. The working title is Work Force 2000 and it concerns the implications of trends in the labor market through the end of the century. For too long, we in government have been preoccupied with the crisis of the moment, and have failed to identify root problems and deal with them while they are still manageable.
