MEMORANDUM SUBJECT: White Re. Women -- Office of Volunteer Services DATE: January 6, 1984 1. The position of Executive Director of the Governor's Office of Volunteer Services has been regarded as a select and senior position on the governor's staff during the present and past administrations. The Director heads a staff responsible for coordinating important initiatives of the Governor and First Lady which require the assistance of volunteer Texans from across the State. 2. Throughout the Clements administration, this Office was headed by a woman -- first by Ms. Polly Sowell and then by Ms. Manilla Wood when Ms. Sowell was promoted to Director of Administration. 3. Gov. White initially followed suit and appointed a female, Sue Jane White, to serve in this position. 4. However, in November, Gov. White did an about face and replaced Sue Jane White with a man, former bank official and reported friend of Pike Powers, Dan Bullock. Sue Jane White is now selling real estate in Austin. 5. And not only did the Governor replace a senior staff position held for nearly 5 years by women with a man, but he acted to hire Mr. Bullock at an annual salary of $45,000 -- a salary fully 34% greater than the $33,600 per year paid to Ms. Sue Jane White. 6. The Governor has also changed the name of the Office for Volunteer Services to the "Office of Community Leadership."
