• WILLIAM P. CLEMENTS, JR. GOVERNOR 1‘111-t- MEMORANDUM OFFICE OF THE GOVERNOR STATE CAPITOL AUSTIN, TEXAS 78711 September 22, 1981 TO: WPC FROM: Karl Rove1441‘/ SUBJECT: Chet Upham and Natural Gas Decontrol II E1f04 cA ni,th4-4L,,v 044_ AA;4A4- Chet called Monday, concerned that Bentsen and Gramm may get credit for leading the natural gas decontrol effort. Chet would like you, Reagan, and the Texas Republican Congressional delegation to get industry credit for decontrol. Specifically, Chet recommends a) you open lines of communication between the industry people and the Administration; and b) you encourage the industry to help shape a decontrol bill sponsored by a Texas Republican that will receive the Administration's support (Collins is drafting a bill, more industry-oriented than Gramm's, but Loeffler or Archer would be better sponsors--my view). Chet suggests the first step is to have a representative at a meeting Frank Pitts has called for Dallas next Monday morning where industry and association leaders will discuss how to proceed.
