GOVERNOR September 14, 1981 MEMO TO: Hilary Doran Jim Cicconi George Bayoud FROM: Karl Rovee" OFFICE OF THE GOVERNOR STATE CAPITOL AUSTIN, TEXAS 78711 Lamar Smith and some of the people called me about the Special Election to fill Jim Nowlin's vacancy and the Special Election to fill the District Clerk spot vacated by Tom Rickoff. Their "druthers" (if Nowlin is confirmed in time, and the Constitution and State Election Law allow) is to hold the District Clerk election in conjunction with the Special to fill Nowlin's seat. If this can be done in conjunction with the November Constitutional Election, great. If this can't happen, they would still like to aim to have the District Clerk and the State Legislative held on the same day for obvious reasons.
