D.C. 20510 April 13, 1981 Due to a conflicting schedule, I will be unable to attend the presentation of the Defense-Industry Award by the American Defense Preparedness Association. Though I will not be with you in person, I will be with you in spirit. I would like to take this opportunity to congratulate you for receiving this well deserved award. I hold the same philosophical defense views as you and feel that with the help of the Reagan Administration and capable governors, like yourself, our country can once again upgrade its armed forces. In order to do this, as- sistance at the state level is imperative and the leadership of the states is a tremendous factor. I commend you for your years of service to your state and country.
