It is most appropriate that an organization which has devoted its sixty-three year history to keeping America strong through industrial preparedness has selected you for this great honor. In the trying final days of the Vietnam War and the difficult period which followed, you provided effective leadership as our Deputy Secretary of Defense. Recognizing the difficulties which our defense industries were experiencing in that period, you established enduring corrective measures to allow appropriate growth of this important element of our national security structure.
