Rowe, Jr. fX) the Court of Civil Appeals, Fifth Supreme Judicial District in Dallas. Rep. Maloney will fill a new position on the court effective January 1. Rowe will fill the unexpired term of Justice Ted Z. Robertson of Dallas, who vacated the office to take the oath of office as Justice of the Supreme Court of Texas. Rowe's appointment is effective immediately. Rep. Maloney, 49, is State Representative District 33-E. He received bachelor's and law degrees from Southern Methodist University. Rowe, 57, is a partner in Gardere & Wynne law firm. He received a bachelor's degree from Swarthmore College and law degree from Harvard University.
