MEMORANDUM DATE: February 3, 1981 TO David Dean THROUGH: Mr. Flowers FROM: Jan Lindsey SUBJECT: Summary of Meeting Held by Morality In Media As requested, I attended the meeting hosted by Morality In Media February 2, 1981. The meeting was basically designed to train citizen volunteers to develop legislative support for their legislative packet. Mor,lity In Media is a statewide community education organization with national affiliations established to help stop the traffic in pornography, particularly child pornography. They noted that their organization is not affiliated with the Moral Majority. Morality In Media's legislative packet is sponsored by Representative Brad Wright (Houston) and Senator Bill Meier and includes the following bills. HB 19 - Raises the offense of promoting obsenity from a Class A misdemeanor to a third degree felony. HB 20 - Prevents display of material harmful to minors in places frequented by minors. HB 21 - Classifies the promotion of obscenity as an organized criminal activity. HB 22 - Permits a landlord to terminate a lease if the lessee uses the property to violate laws against prostitution or obscenity. Also permits an aggrieved person to ter- minate the lease if the landlord fails to do so. HB 23 - Removes requirement in Section 43.24 of Penal Code that material must be "utterly without redeeming social value for minors." The speaker noted that Governor Clements at a luncheon in Houston several months ago committed to back this legislation and any other legislation dealing with obscenity or pornography.
