DEAN DATE: MARCH 15, 1979 TEXAS ORGANIZED CRIME PREVENTION COUNCIL RESOLUTION ON ELECTRONICS SURVEILANCE RE: Yesterday Mr. N. T. Fisher, who is the Executive Director of the Texas Organized Crime Prevention Council, called me and in our discussion indicated that Mark White had participated in a Council meeting on March 8 and that at that time a policy paper on the need for electronics sur- veilance in narcotics cases was presented to the Council and that Mark took a position in favor of it. This was the first time that I had heard of Mark taking this position so I questioned Mr. Fisher aN12nsively about it, and he assured me that that was the case. Today I received a copy of the minutes of that meeting, along with the position paper, and after reviewing the minutes it was clear that there wasn't a vote taken and it was clear that Mark did not =Leas himself on the subject. I called Mr. gMner and—Fradmitted that he was in error in giving 67—Mt information yesterday and said that he would have to check back with Mark to get a clarification on his position. All this is to say that Mr. Fisher misrepresented the situation to me in a gross fashion and I wanted to call this to your attention before it might come up at a press conference or otherwise. 41reil The grant application for the Texas Organized Crime Prevention Council is up for renewal before your Criminal Justice Division Board. I will have some suggestions for you in regard to reorganizing that Council by the first part of next week.
