DEAN ESTABLISHMENT OF A SPECIAL COMMITTEE OF THE NGA ON OUTER CONTINENTAL SHELF LEASING Attached please find (1) a letter from you to Governor Busbee requesting that he establish a special committee, consistina of the 22 coastal Governors, to help resolve the impasse with the DOI over an equitable state-federal distribution of Federal offshore lease revenues within 3 miles of each state's seaward boundary; (2) a letter to each of the 22 Governors explaining the significance of this issue and the need to develop a united front in de,Dlinq with DOI; and (3) a draft position paper on the issue which offers ossible solution. Armstrono agrees that this approach deserves a try. We have visited If-1th Bob about a 50-50 division of bonuses and production revenues. While hE joins us in believing a 50-50 division will probably be unattainable, he indicates it would be a good starting point. Recommendation: that you call Governor George Busbee, (404) 656-1776, and tell him of the concept and that after your discussion with him that the attached letters and position paper be mailed.
