Office of the Governor March 10, 1982 MEMO TO: David Herndon FROM: Paige Massey RE: Processing of Paroles Austin, Texas 78711 Phone (512) 475-3021 On one-half of the paroles processed, those, upon which I cast the first vote, I receive the parole, conditional parole, or pardon recommendation from Maybelle Scott. I complete the information sheet included by Maybelle in the file using the facts found within each particular folder. After reviewing the material included, I cast my vote as to whether the inmate should be released on parole, conditional parole, or a gubernatorial pardon granted. If I believe it is necessary, I will include as a condition to my vote of release, requirements such as participation in a chemical abuse treatment program or a total ab- stinence from alcohol on the part of the inmate. After having cast my vote, I turn a box of files over to Max Hamilton who then will cast the second vote on those and make any recommendations he might have. If Max and I disagree on the release of a particular inmate, Pete Wassdorf casts the tie-breaking vote. On the other half of the files, Max goes through and develops the in- formation sheet, casts the first vote, and then gives the files to me for my second vote. Again, if there is disagreement between Max and myself, Pete will cast the deciding vote. All pre-revocation warrants and emergency pre-revocation warrants con- cerning parole come across my desk for review. Max and I have, in the past, prepared a brief for the Governor on any death case whose deadline nears. This brief would inform the Governor as to the condemned man's sentence, the nature of his crime, and any other circumstances surrounding it. bl _PAIGE MASSEY Assistant General Counsel
