/'/ April 15, 1930 Dear j: I am extre,nely pleased that the Sheriffs' Asociatio,-, of Texas; the Texas District and County Attorneys Association, the Texas Police Association, and the Texas Chiefs of Police Association have agreed to join their re- sources and to work with me in developing recommendations for major reforms in the criminal law. I thank them, individually and collectively, for identifying their program as the Governor's Anti-Crime Package for the next regular session. The Texans War on Drugs Committee, headed by Ross Perot, will also be recom- mending major crime legislation in the area of drug traffickers and financiers. Your assistance is needed to ensure that no needed major changes in the criminal law are overlooked, and I therefore solicit your valued input. Please take a few moments and drop a note identifying your problems to either me or your association's Executive Director, Gordon Johnson, P.O. Box 4488, Austin, Texas 78755, on or before May 31, 1980. Even though the people of Texas have identified crime as a major problem, there still exists strong resistance to providing the tools, through statutory changes, that are so necessary for your office to successfully combat criminal activity. The resources of my office are committed to the development and passage of our Anti-Crime Package. To be successful, each of us needs to begin now to inform and obtain support of every State Senator and Representative. The first major criminal law reform is the Wiretap Bill which passed the Senate during the last regular session. Unified, we can be successful in passage of this needed tool to effectively identify and make cases on major narcotics traffickers and financiers.
