Bill Cle- ments' anti-crime bills have moved out of committee and await action by the Texas House of Representa- tives. The two measures, voted out by the House Jurisprudence Com- mittee, call for in- creasing the penalties for sexual assault and for sexual abuse of children under 14. The sexual-assault measure, sponsored by Democratic Rep. Stan Schlueter of Salado, also would broaden the definition of ag- gravated rape to in- clude any action that puts a victim in fear of injury, death or kid- napping. The two bills are in- cluded in Clements' 10- part anti-crime pack- age, which he has begun urging lawmak- ers to move out of com- mittee before they be- come preoccupied with other legislative busi- ness. The committee adopted Schlueter's bill and tabled two similar versions at the end of 41/2 hours of tes- timony on proposals to stiffen penalties for drug trafficking and for peddling narcotics to minors. The sexual abuse of a child bill is spon- sored by Democratic Rep. Chris Semos of Dallas.
