MEMO FROM DAVID A. DEAN General Counsel Governor's Office of General Counsel and Criminal Justice Austin, Texas 78711 Phone (512) 475-3021 TO: William P. Clements, Jr. Governor, Nabers didn't do what he told you he would do when you talked to him about S.B. 121, the Oral Confessions Bill, on Wednesday, May 6, 1981. He would not let the bill out of the Criminal Jurisprudence Committee today until his amendment (attached) was accepted. This amendment requires that the defendant be advised that he is being taped. This is Mauzy's version. Representative Jim Rudd will run with a floor substitute which is identical to S.B. 121 as Glasgow passed it out of the Senate. David
