Wrotenbery REGERMI JUL 30 1980 Budget/ Planning SUBJECT: Conferences Sponsored by State Agencies Which May Have Political Motivation or Implications DATE: July 11, 1980 Budget examiners were unable at this time to identify future conferences or seminars sponsored by state agencies which may have political purposes. Some staff members of the Department of Highways and Public Transpor- tation believe the current selection of Texas for continued harassment of the 55 mile speed limit may be politically motivated at the highest levels of DPT in Washington. However, DOT staff members participating in the meeting here did not appear to be politically motivated. The 6th Annual Border Conference on Drug Abuse, organized by the Texas Department of Community Affairs, is to occur in San Antonio in December. Governor Clements supports the conference. The conference possibly will have press coverage due to the topic, and the involvement of the Mexican 1 states and Governor Clements in the issue. Also, at the last conference there was considerable exchanging of gifts between Texans and Mexicans, and Abby Kiegan, Austin American Statesman questioned this practice.
