I am so glad that we received a 90% passage. Like you I feel that this is due to the large difference of punishment fitting the crime. I know from past experience that this has been the case. An example is one that came from Bell County. There was a defendant who was found guilty of murder of a 5 year old girl. After the Jury found him guilty and arguments were heard he received a penalty of 5 years and this was probated.I can see no justice in this at all and I am sure this has happened all across our land and the time is now to stop these things from happening in the future. I want you to know that I support your S.B. 126 and H.B. 364, and 729 wholeheartedly and I am proud of what you are doing and getting accomplished. I have been connected with Law Enforcement since 1967 and have a younger brother who has been with narcotics with Temple P.D. for 17 years and I feel qualified and well informed of whats been going on in the past. Plea bargaining and adjucated probation is a good thing if it is used right ,but when it is used wrong it is damageing to us all.
