Clements, Jr. Governor of Texas State Capitol Austin, TX 78711 Dear Governor Clements: I notice in recent news reports that you intend to go to President Reagan and Attorney General Smith about the prison situation in Texas. I would once again urge you to request in your communications with these gentlemen that the United States reconsider its position which calls for one prisoner per cell. If the United States is successful in achieving this result, the overcrowding conditions in our prisons will obviously be substantially compounded. I am confident that the State will prevail on this point in the courts; however, a great savings in time and effort could be accomplished if the Justice Department would change its position.
