'Clements is blamed in quilting AUSTIN (AP) — Charles Murphy said Sat- urday he quit after 15 years as Texas Aeronau- tics Commission director because of interference from the TAC chairman and disgust with Gov. Bill Clements' manage- ment innovations. Murphy publicly dis- closed for the first time his reasons for resigning on State Capitol Date- line, a radio interview show produced by the Wendell Mayes stations. "I'd gotten to where I felt not particularly com- fortable with the job," Murphy said of his resig- nation in late March. Ile said his job was to build up the state's air- port system and regulate commuter airlines but he was spending more and more of his time on "bureaucracy." "We once estimated we were spending 25 per- cent of our time in doing work that was really not directly involved in our main objectives, which was building airports and regulating air carri- ers and encouraging the development of avia- tion," he said. Zero-base budgeting and Clements' "manage- ment by objective pro- gram': are "unnecessary and time-consuming," Murphy said. "I am not interested in how many phone calls a receptionist gets or how many people walk in the office, how many she directs and to whom. Those are not things I think are beneficial to the people of Texas," he said. "It seems bureaucracy tends to feed on itself. Most of the efforts to eliminate it seem less to eliminate than to cause it to grow." Murphy said he had "differences" with mem- bers of the commission over "interfering in the day-to-day operation." Those differences, he went on, were "basically with Mr. Jack McCreary," an Austin lawyer who is TAC chair- man. Murphy said commi- sioners, appointed by the governor, are supposed to "stand in the shoes of the governor ... and do those things the gover- nor would do if he had time" to set policy for every agency. "Some commissioners would rather stand in the shoes of the director and do the things the di- rector is hired to do, which is to administer the overall policies of agencies that are set by statute or by constitu- tion or by commission policy," he said.
