' RECORD/ACCOMPLISHMENTS 47. Volunteer Services A. H.B. 622 - passed by 67th Legislature. It mandates volunteer programs mall state agencies serving "human needs." GOVS monitoring development of the volunteer programs in 14 state agencies. Seven currently have no such program. B. Certificates of Appreciation for Outstanding Volunteer Service. Over 6000 sent out in 1981 alone. C. Texas Volunteer Conference Attendance increases every year. Over 400 nominated for Governor's annual awards. D. The Texas Volunteer Quarterly newsletter mailed to 5,018. In 1979, circulation was 1000. E. The Runaway Hotline New publicity material produced which emphasizes prevention. According to FBI Uniform Crime Statistics there has been a decrease in the number of Runaways coming in contact with criminal justice system. The Runaway Hotline takes credit for that. We involved the National Jaycee-ettes which has 3,500 chapters around the U.S. We instituted a constinuous monitoring of referral agencies to be sure that they are providing the proper kind of help to runaway children. F. Pierre the Texas Pelican - Child Development Newsletter We improved administration: increased circulation, tut costs. Average distribution 30,000. This is a child abuse prevention measure. G. Texas Advisory Council on Employment, Training & Welfare Reform RCC chaired this committee which studied methods of training welfare recipients to become self-supporting and made report to the Governor. Is now implementing a successful program in San Antonio, El Paso, Houston, and Dallas with major funding from the private sector.
