Under FY83, the proposed funding for direct grants and work-study would decrease by 51 percent from FY81. Funding would be reduced by $129.9 million and approximately 87,000 students would be dropped from programs. Jarvis E. Miller recommends Governor Clements that he support a constitutional amendment to increase the interest ceiling on the Coordinating Board's $80 million unmarketed bonding authority and to expand the Board's bonding authority.
