Office of Governor William P. Clements, Jr. January 17, 1979 For Immediate Release: Governor Bill Clements today announced the appointment of Omar Harvey of Dallas as executive director of the Texas Department of Community Affairs. Harvey, 58, is replacing Ben McDonald of Austin, whose term expired. Harvey was employed by I.B.M. for 23 years before retiring in 1970 to becorre executive vice-president of the First National Bank in Dallas. He is a native of Goldthwaite and attended Baylor University and the University of Texas. During the 1978 gubernatorial campaign, he served as Clements' campaign manager during the primary. During the general election, he directed Clements' Project 230, a program designed to establish campaign organizations in the rural counties of Texas. Clements said, "Harvey typifies the high caliber of people I am hiring for my staff. I am certain that with his excellent business background he will do an outstanding job for Texas." Harvey said, "I intend to approach this job in an open-minded, business-like manner. I welcome the opportunity to continue working with Bill Clements.
