/Governor )CLEMENTS Campaign TO: FROM: RE: Date: Jim Francis Rich Thomas,., Debate October 4, 1982 Governor Clements Campaign 805 Brazos Austin, Texas 78701 512 472-1982 White's closing statement in Amarillo sums up his strategy: namely that Clements has sided with the rich and against the average Texan in the areas of utilities, education, jobs and the economy, interest rates, and the environment. He alleges that the Governor has: 1. Utilities: sided with the utility companies allowing them big profits while homeowners and businessmen struggle to pay the bill. 2. Education: sided against teachers and students by fighting salary increases. 3. Jobs/Economy: sided with big busi- ness and against the working man by proposing a guest worker pro- gram, calling unemployment insig- nificant, and bragging about the economy causing northerners to move to Texas. 4. Interest Rates: sided with banks and against the people by signing interest rate bill. 5. Environment: insensetive to environmental protection during the Gulf oil spill. He pledges to: 1. Appoint a consumer to the PUC. 2. Work to raise teachers' salaries and improve schools. 3. No pledge. 4. Oppose legislation allowing banks to charge high interest rates. 5. Ensure that oil companies respect the environment. RECOMMENDATION: at the October 11 debate the Governor empahsize his record and proposals on the issues in support of all Texans as well as White's lack of a program. Sufficient facts on the Governor's and White's records on the issues are available in the briefs already prepared. However, we need to provide him with some specific recommendations fe,r future proposals. He also should have defenses for each of his more controversial appropriations vetoes.
