After receipt of your letter, I further reviewed the matter with members of my staff, the Texas Department of Water Resources, and others, concerning the advisory council and how it would work with the RRT and with our State Disaster Council. As per your suggestion, one effective way to utilize the information generated from such an advisory council and provide it to the RRT in a consolidated form would be through our State RRT Member. This in- put would be expressed by our RRT representative to the assembled RRT or designated On-Scene Coordinator (OSC) as appropriate. Should we assemble the advisory council, we would appreciate you or your designee, as well as representatives from NOAA and EPA, being present for council or guidance.
