MEMORANDUM May 31, 1979 TO: Doug FROM: Jim RE: FIB HB 114, the State Aircraft Pooling Act (attached) 1. This bill is now on the Governor's desk. 2. It creates a new agency, the State Aircraft Pooling Board. This would be composed of three members-- one appointee each by the Governor, Lt. Governor, and Speaker. In addition, there are two ex officio members from the Board of Control and the State Auditor. 3. The Board has power to establish and run an aircraft pool consisting of state aircraft, whether owned or leased. It can also purchase aircraft. The planes will be leased to agencies by contract, with the prior owner of the plane having first option on it. The Board can acquire facilities to house its planes. 4. The Board is empowered to employ its own staff, or can use staff provided by the Board of Control or the State Auditor. 5. I don't question the need for pooling, especially in light of past abuses. However, I must point out that this could have been put in an exkting agency like Board of Control or even the Aeronautics Commission. Would hope that if the Governor signs the bill, he will make certain his appointee to the Board will push to use existing staff of Board of Control or Auditor rather than employ its own. Might even explore the possibility of Allen Clark being his appointee.
