MEMORANDUM TO: WPC May 1, 1979 FROM: Doug RE: Problem Summary 1. Though memos have, since January, been signed off on regarding our office's functions, some problems have arisen. I feel this is due to the fact that some of the functions we now handle as Agency Liaison were handled by Budget under Governor Briscoe. There is still sentiment among the Budget people that those additional functions should stay with them. 2. I understood that when our office was formed, we were to take the lead with state agencies, and that Budget was to concentrate on budget and fiscal matters. This is what happened our first three months. 3. I also understood that the agency liaison function was separated out for several reasons: a. the big difference between your approach to agencies and Briscoe's; b. the liaison function had not been handled well by Budget in the past; and c. you wanted Budget to concentrate solely on improving and developing the Governor's powers in the budget/fiscal area, and to set up an audit function. 4. Though this is not a major problem, I feel it should be resolved so it no longer distracts us from our work. 5. I recommend the functions be clearly distinguished as follows: Agency Liaison/Agency Planning (Special Assistant) 1. communication liaison between agencies and Governor 2. analyze agency management for Governor 3. evaluate agency performance for Governor 4. handle agency-related priority tasks assigned by Governor Fiscal Affairs/Budget and Audit (Fiscal Director) 1. budget preparation 2. audits and fiscal analyses 3. fiscal-related training (MBO & ZBB) 4. fiscal planning (includes nearly all education matters such as school finance, teacher pay, and state colleges) 6. This would make clear, if you agree, that our shop is the Governor's main contact point with agencies, just as Jim Kaster is with the Legislature, and that Paul's shop would concentrate on budget and fiscal-related matters.
