The Task Force on North American Cooperation was formed in 1980 during the Summer Meeting of the National Governors' Association. Its Purpose is to enhance in every feasible way the exchange of information and to encourane cooperation at all levels between the United States, Canada, and Mexico. As you have been informed, the Task Force on North American Cooperation will convene at 4:45 p.m. on August 10. We are looking forward to your presentation within the range of 15 to 20 minutes, and particularly your insights to President Reagan's policies toward Canada and Mexico. You are in a privileged position to share your thoughts with the Task Force because of your previous assignment as Ambassador to Canada and your current position as Assistant Secretary of Inter- American Affairs.
