Washington, D.C. 20230 Dear Malcolm: During the August, 1980 meeting of the National Governors' Association in Denver, Colorado, the members unanimously approved the formation of a National Governors' Association Task Force on North American Cooperation. The Task Force was charged with assisting the dialogue between the leaders of the United States, Canada, and Mexico on a broad range of issues of mutual concern and interest to all three nations. At that time I was asked by Governor George Busbee of Georgia, Chairman of the National Governors' Association, to chair the Task Force. As you are aware, the Task Force on North American Cooperation met in Washington, D.C., in February of this year. Since that meeting, the members of the Task Force have discussed the desirability of compiling a list of U.S. manufacturers and in- dustries that have satellite offices in Canada and Mexico. A directory of this nature would not only provide a reference for those U.S. manufacturers and indus- tries who have established a business within their home state with a satellite office based in Canada and Mexico, but also would identify the resources each state has available to expand its trade efforts and international ties. As Chairman of the Task Force, I would appreciate your assistance in recommending and identifying sources for the development of a comprehensive directory for each of the states and also your assistance in implementing this project through your offices located in each state. The completion of this project would enhance each state's economic development efforts and would also be consistent with President Reagan's program of assisting states develop their existing resources.
