Bill Clements' appoint- ment of an Arlington school counselor to be a trustee for the state teacher pen.sion program was a slap at teach- ers across the state. Dora Scott, TSTA president, said Clements' selection of Shelia Jackson to serve on the Teacher Retirement System disregarded a statewide poll in which more than 12,000 members of the retirement system voted. Top vote getter in the polling was Carolyn Harrell, a business teacher from Gonzales and a former TSTA president. Mrs. Harrell outpolled Clements' choice by 2,554 votes. Mrs. Scott said Clements' choice ab.lo outpolled by Laura Hueka- he>. of Amarillo in the statewide bal toting "Only once before has a Texas gov- ernor chosen to go against the ex- pressed wishes of TRS members," Mrs. Scott noted. Former Gov. Dolph Briscoe in a lame duck appointment named Lee R. Williamson to the board just before he left office in 1979. Williamson had trailed Mrs. Iluckabey in polling for that appointment. Briscoe's move was interpreted as a slap at teachers for supporting John Hill in the race for governor. -Our major concern is that as it stands, active TRS members can only vote on three of the nine 'FRS board positions," Mrs. Scott said. "If the governor chooses to override the teachers' wishes even on these posts, it gives them very little say-so indeed about a policymaking body that has significant influence on their well-be- ing." The teacher leader said, "TSTA will certainly maintain a positive atti- tude towards the TRS, but we urge Gov. Clements to take greater heed of the teachers' desires as expressed through the democratic process."
