Former Gov. Dolph Briscoe in a lame duck appointment named Lee R. Williamson to the board just before he left office in 1979. Williamson had trailed Mrs. Iluckabey in polling for that appointment. Briscoe's move was interpreted as a slap at teachers for supporting John Hill in the race for governor. -Our major concern is that as it stands, active TRS members can only vote on three of the nine 'FRS board positions," Mrs. Scott said. "If the governor chooses to override the teachers' wishes even on these posts, it gives them very little say-so indeed about a policymaking body that has significant influence on their well-be- ing." The teacher leader said, "TSTA will certainly maintain a positive atti- tude towards the TRS, but we urge Gov. Clements to take greater heed of the teachers' desires as expressed through the democratic process."
