MEMO TO: File FROM: Tobin Armstrong DATE: 17 December 1979 RE: TEXAS SOUTHERN UNIVERSITY The following are notes from a telephone conversation I had with Marjorie Arsht on this date: MAURICE BARKSDALE: Is the finest member on the Board. WINSTON is brilliant. BLADES, at his first meeting, has a tendency to be patronizing. This must be corrected and she thinks it can be. HOWARD is the weakest link primarily because he has been insulated and is entirely too nice in dealing with other members on controversial issues. NAOMI is a convert to the new philosophy. STERLING is now taking credit for Sawyer's demise. MR. BROWN is a dear man from San Antonio, but will not buck the majority. REVEREND PRICE, from Houston, has not attended two meetings since Marjorie has been there and his total contribution to the meetings has been prayer. Of 8 members on the Board, in all reality, the Governor has 6 and has control. Audits are presently being done by three groups: The Governor's audit group, the state's audit group and the veteran's audit group. The situation when they came on board was unbelievably mismanaged. WINSTON WEBSTER writes the motions and is a tremendous force. The University is on the non-published prohibition list. It will require faculty enrichment; this point she has made to Beryl Milburn.
