IMAGE DE TEJAS 212 N. St. Paul, Suite 1600 Dallas, Texas 75201 February 11, 1980 The Honorable William P. Clements Governor of Texas The State Capitpl Austin, Texas Dear Governor Clements: To: _.IJf FEB 1 .3 '80 -( iv' PLEASE `- Prepare answer ;or of'L Return copy of your response A j Thank you. " IMAGE de Tejas is emotionally mixed with the Governor's recent appointment of Denn D. Woolery of Amarillo and Glenn Heckmann of Brazoria as state parole commissioners. While we would applaud the Governor for his sensitivity in appointing a consumer (ex-convict) to parole panel, we must impress to the Governor that one of the replacements was a Mexican American whose term expired, Gilberto de Leon Jr. of Huntsville. IMAGE de Tejas strongly urged the Governor to appoint Albina 'Abbie" Muniz to the position in question fully cognizant that her credentials and qualifications would bring a new perspective to the Commission. Mrs. Muniz is a double minority with tremendous research and study of the effects of encarceration. Her role as a mother as well as spouse of one who is serving time in a Federal Corrections Institution would indeed bring a unique perspective to the Parole Board. The Governor is reminded that IMAGE de Tejas met with him on October 12, 1979, in good faith, to explore ways by which to cooperate towards the attainment of common goals.....the equal representation of Hispanics on Boards and Commissions as well as in employment in state agencies. The Governor felt that it was a reasonable request and pledged to work with us in that respect. We look forward to the periodic meetings that were promised by the Governor and his staff. And we trust that the Governor will give the matter discussed above (Mrs. Muniz) the attention commensurate with our concerns. Sincerely, Riy(iard Sambrano Fr-resident, IMAGE de Tejas
