Austin Building Austin, Texas 78701 Dear Ruben: During the last several days we have shared with you, through John Byrd, information provided us by the Texas Department of Corrections indicating that if admissions and releases remain at their recent levels TDC may exhaust its excess capacity in November. It further appears that there may be no increase in capacity until late December or early January when the Barrington III cell block of 552 beds and the Ramsey III dormitory of 960 beds are scheduled to be completed. In light of the possibility of a population and capacity problem, I would appreciate your staff developing projections of paroles for the remainder of this year along with explanations of those projections. I also would appreciate having a weekly revision of your projections and any informa- tion or suggestions which would help prepare for any possible problems.
