Office of the Governor 5-21-80 MEMO TO: William P. Clements, Jr. FROM: David A. Dean RE: LEAA Program Austin, Texas 78711 Phone (512) 475-3021 The Conference Committee impaneled to work out the differences between the House and Senate Budget Resolutions for FY 81 voted to kill the LEAA program by going along with the House version. The Conference Committee has not yet completed its work and Senator Heflin, D-Alabama, former Chief Justice of the Alabama Supreme Court, has a motion for reconsideration pending in that Committee. I am advised that Heflin has been joined by Senator Bentsen in this effort. Ap- parently there is a great deal of support for LEAA in the Senate. Bill Perryman has enlisted the aid of Max Thomas in trying to get Jim Wright turned around on this issue. Thomas thinks he can have some effect on Wright. He is trying to arrange a meeting with Wright about the LEAA program and has asked me to attend, which I have agreed to do. DAVID A. DEAN General Counsel
