Office of Secretary of State David A. Dean December 15, 1981 For Immediate Release: Secretary of State David A. Dean today announced the appointment of Willis J. Whatley of Austin as General Counsel to the Secretary of State. Whatley had served as Deputy General Counsel to Governor William P. Clements, Jr. since January, 1981. From 1975 to 1981, he served as General Counsel to the Criminal Justice Division, Office of the Governor, and from 1969 to 1975,- he was Director of Judicial Processes in the Criminal Justice Division. Whatley served as a member of the Texas House of Representatives in the 58th, 59th, and 60th legislative sessions, representing Harris County. Previously, he was an assistant District Attorney in Harris County. He received his bachelor's and law degrees from the University of Texas at Austin. "I have worked with Willis Whatley for the past several years, and he is one of the most competent and experienced lawyers in Texas state government. His service in the legislature brings an added dimension to the Office of Secretary of State," Secretary Dean said.
