COOPERATIVE AGREEMENT TO ENHANCE ECONOMIC DEVELOPMENT BETWEEN THE STATES OF CHIHUAHUA, MEXICO AND TEXAS, U.S.A. WHEREAS, Governor William P. Clements, Jr. of Texas, and Governor Fernando Baeza Melendez of Chihuahua, established the Texas-Chihuahua Commission for purposes of fostering friendship and economic cooperation between these two great states; and WHEREAS, the membership of the Texas-Chihuahua Commission consists of leaders from the business, education, and government sectors in both states who have met on numerous occasions to discuss issues of importance to both states; and WHEREAS, the border region is the focal point of industrial competi- tiveness for U.S. and Mexican industries in the global economy; and WHEREAS, the Texas-Chihuahua region has more maquiladora production than any other bi-state region along the U.S.-Mexico border, accounting for numerous Fortune 500 companies; and WHEREAS, the people of Texas and Chihuahua aspire to join resources to create jobs and an enhanced quality of life for their citizens; and WHEREAS, the Texas-Chihuahua Commission has submitted recommenda- tions to their respective governors; BE IT THEREFORE RESOLVED that Governor William P. Clements, Jr. of Texas, U.S.A., and Governor Fernando Baeza Melendez of Chihuahua, Mexico do mutually agree to the following economic development initiatives: 1. The Texas-Chihuahua Commission should prepare a regional economic development plan to promote Texas-Chihuahua business ventures; such a plan can serve as a model for implementation by the Texas Depart- ment of Commerce and Desarrollo Economico del Estado de Chihuahua. 2. The Texas Department of Commerce and the Direccion General de Fomento Economico de Chihuahua should convene a meeting of business and government representatives to develop a strategy for regional infrastructure projects and finance mechanisms for such projects. 3. The Texas Department of Commerce and the state of Chihuahua's tourism and wildlife departments, in cooperation with private industry representatives from both states, should develop a bi-state tourism plan to promote and enhance tourism in both states.
