OFFICE OF THE GOVERNOR FOR IMMEDIATE RELEASE MARCH 18, 1988 CONTACT: REGGIE BASHUR 512/463-1826 JONI SAGER 512/463-1919 CLEMENTS ANNOUNCES ADDITIONS TO HIS CRIMINAL JUSTICE STAFF AUSTIN -- Governor Bill Clements announced the appointment of Knox Fitzpatrick and David "Duke" Millard III to his criminal justice staff today. Fitzpatrick has been named the associate director of the criminal justice division, and Millard will serve as assistant general counsel. Both men will work under the direction of Rider Scott, who is executive director of the criminal justice division and Clements' general counsel. Fitzpatrick had been an assistant criminal district attorney for Dallas County for nine years, serving as chief felony prosecutor and legislative liaison. He obtained his law degree from the University of Texas School of Law after finishing his bachelor's degree in journalism, also at the University of Texas at Austin. As associate director of the criminal justice division, he will oversee the allocation of federal and state grants for innovative criminal justice projects. He replaces Jim Arnold who left to become campaign manager for Supreme Court Chief Justice Tom Phillips. Millard joins the governor's staff from the Dallas office of the Winstead, McGuire, Sechrest & Minick law firm. He formerly worked for Congressman Jim Collins of Dallas. He holds a law degree from the University of Texas School of Law, and his bachelor's degree in government is from Harvard University. As assistant general counsel, he will help provide legal advice to the governor. -30-
