SITUATION REPORT ON HURRICANE ALLEN EMERGENCY OPERATIONS AUGUST 1,, 1980 11:15 p.m. All cities and counties have been requested to make damage surveys at the first opportunity and submit reports A survey of the cities in the area indicates no infuries, no looting except in isolated instances, and most highways open. However, Highway 181 between Corpus Christi and Portland is closed and some farm to market roads in the Aransas Pass and Rockport area are closed. Only moderate damage has been reported in Region 3. Heavy rains are continuing in much of the area and it may become necessary for other roads to be closed. The lack of drinking water no longer appears to be a major problem. As power is restored, those areas experiencing water problems are no longer needing assistance. The Red Cross reports that the number now in shelters is approximately 48,000, mostly in the Brownsville, Harlingen, and McAllen area. They are now in the process of consolidating shelters that contain few evacuees. Many evacuees are returning home. The National Guard reports that the units that were activated have completed requests for assistance and have now reported back to their armories and are standing by. Arr-sas Pass has requested to be declared a disaster area due to flooding, loss of water, and storm damage. They were advised to begin their survey of damage. Several small tornadoes have been sighted. A tornado touched down in Austin at the airport, destroying several aircraft, including two air- craft owned by DPS and one owned by the Railroad Commission. One DPS helicopter was damaged but is repairable. The roof on a 50-unit apartment building was also destroyed. No injuries were reported. Apartment residents are being housed at LBJ and Reagan High Schools. A tornado touched down in San Marcos at a United Camp Grounds Trailer Camp. Twelve people were hospitalized with minor injuries; 2.5 million dollars in damage was reported. The Edinburg EOC was reactivated due to severe flooding. Two National Guard trucks are assisting in rescue operations. Tanker Mary Ellen is solidly aground and appears to be in no danger of losing its cargo. After the weather moderates, off-loading detail will begin. Heavy rains are continuing in the Coastal Bend area. Severe flooding is occurring in Kingsville, Alice, and Corpus Christi areas. The National Guard has been activated in this area to rescue persons stranded by high water. Mayor Danmeyer, City of Bishop, requested 6 National Guard personnel to assist in guarding businesses.
