OFFICE OF THE SECRETARY OF STATE March 8, 1979 , Secretary of State George rake today announced appointment of H. David Herndon as Assistant Secretary of State. Herndon, 34, a Dallas attorney, will begin his new duties in late March. A 1970 graduate of The University of Texas law school, Herndon also holds a bachelor of arts degree with majors in government and history from UT. From 1970-1973, Herndon was associated with an El'Paso law firm. Since 1973, he has practiced law in Dallas. He grew up in Houston and attended Rice University 1963-1965. Herndon is married and has two children. "I am pleased that David Herndon has accepted this post," said Strake. "He is well qualified, and I feel that his appointment adds new excellence to the Secretary of State's staff and the administration of Governor Bill ClEnents."
